"Officers can improve by receiving better equipment, adequate personnel, and by occasionally pushing the boundaries of their powers." Furthermore, countermeasures must be taken to make it more difficult for attackers. Call for a unified approach: As valuable as federalism in Germany is, it also presents challenges, says Atug. "What we would like to see is the interior ministries and relevant authorities working together and truly pulling in the same direction. Unfortunately, we don't always see that happening everywhere."
